58. As-Needed Aquatic Maintenance Services Master Agreements\nRecommendation: Authorize the Director of Parks and Recreation to\nexecute three Master Agreements (MAs) with AquaBio Environmental\nTechnologies, Inc., AquaTechnex, LLC, and Clean Lakes, Inc., and any\nsubsequent MAs to additional contractors that meet all the requirements\ndescribed in the Request for Statement of Qualifications, to provide\nas-needed Aquatic Maintenance Services, effective upon Board execution,\nfor an initial term of five years for a maximum annual contract amount of\n$400,000; find that the proposed actions are not a project under the\nCalifornia Environmental Quality Act; and authorize the Director to take the\nfollowing actions: (Department of Parks and Recreation) APPROVE\nExercise five additional one-year contract renewal options, if, in the\nopinion of the Director, the contractors have effectively performed the\nservices during the previous contract period and the services are still\nrequired, and, if needed, an additional six month-to-month extension\noption, issue work orders based on the Statements of Work (SOWs)\nand the Department of Parks and Recreation's (DPR’s) Lake\nManagement Plan, approve and execute change notices and\namendments to incorporate necessary changes within an SOW,\nassign rights or delegation of duties should the contracting entities\nmerge, be acquired or otherwise change entities, and suspend or\nterminate any MA if, in the opinion of the Director, it is in the best\ninterest of the County;\nIncrease the MA cost by 10%, as needed, during each agreement\nyear, totaling up to $40,000, as a contingency amount, for unforeseen\nservices/emergencies and/or additional work within the scope of each\nMAs; and\nAdd additional facilities within the jurisdiction of DPR to the MAs,\nincreasing the annual aggregate amount by 10% for each additional\nlake facility added to the MAs.
