B. Introduce for First Reading Local Amendment Ordinance to the 2022 California Energy Code for\nEnergy Performance Approach Reach Code for New Construction and Adoption of Resolution\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of Categorical Exemption pursuant to Section 15308 and a finding of no\npossibility of significant effect pursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act (CEQA) Guidelines;\n2. Introduce for first reading an ordinance repealing Santa Monica Municipal Code (SMMC)\nChapter 8.38 Zero Emission Building Code, amending SMMC Section 8.08.040 to\nremove reference to the Zero Emission Building Code, and adopting local amendments\nto the 2022 California Energy Code under SMMC Chapter 8.36 to support improved\nenergy performance in new buildings;\n3. Adopt a resolution that provides findings of energy and cost savings as required to adopt\nlocal amendments to the 2022 California Energy Code; and\n4.
