A. Specific Plan Amendment 99-58-A (Uptown Village Specific Plan) and\nDesign Review 23-003 (Rosemount Storage Project)\nRecommendation: 1. Find that the Initial Study/Mitigated Negative Declaration\n(IS/MND) was prepared in conformance with Section 15063\nand other applicable sections of the California\nEnvironmental Quality Act (CEQA) Guidelines and\ndetermine that the proposed project will not have a\nsignificant effect on the environment, and adopt the\nMitigated Negative Declaration and Mitigation Measure\nReporting Plan prepared for the project based on the\nfindings contained in the agenda report; and\n2. Introduce, provide first reading, by title only, and waive\nfurther reading of an ordinance adopting Specific Plan\nAmendment 99-55-A to the Uptown Village Specific Plan,\nbased on the findings and conclusions contained in the\nagenda report; and\n3. Approve Design Review 23-003, based on the findings\nand conclusions contained in the agenda report and subject\nto the attached conditions of approval.
