SECOND READING AND ADOPTION OF AN ORDINANCE TO IMPLEMENT\nCALIFORNIA UNIFORM CONSTRUCTION COST ACCOUNTING PROCEDURES FOR\nPUBLIC CONSTRUCTION PROJECTS, AMENDMENT TO THE ALHAMBRA\nMUNICIPAL CODE REGARDING PUBLIC CONTRACT CODES AND UPDATING NON-\nPUBLIC PROJECTS/PROFESSIONAL SERVICES CONTRACT LIMITS – F2M24-62,\nO2M24-4837\n5\n9-9-24\nThe Public Contract Code specifies the procedures that public agencies must follow when\nthey build public works projects, including limits on project costs. The California Uniform\nPublic Construction Cost Accounting Act (CUPCCAA) was enacted in 1983 as an\nalternative to these general requirements by allowing increased bid limits as long as\nparticipating agencies follow uniform accounting standards and bidding procedures. Staff\nis requesting the City Council “opt in” to the provisions set forth by CUPCCAA. This will\nallow public projects costing $60,000 or less to be performed by negotiated contract or by\npurchase order. Projects costing $200,000 or less can use informal bidding procedures\nset forth in CUPCCAA. Projects that cost more than $200,000 must be put out to bid under\nformal bidding procedures. The benefits of adopting CUPCCAA will increase the\npurchasing limit for public agencies, simplify bidding for projects that are $200,000 or less,\nreduce number of formal bids based on project size, and expedite contracting for projects\nunder $200,000.In order for the City to avail itself of the higher bid and purchasing limits,\nthe City must formally elect to be bound by the provisions of the Uniform Public\nConstruction Cost Accounting Act, which specifies the procedures for obtaining informal\nbids, and to use the uniform construction cost accounting procedures adopted by the\nCalifornia Uniform Construction Accounting Commission. Staff is requesting the City\nCouncil adopt Ordinance No. O2M24-4837 and update the City of Alhambra's Purchasing\nPolicy Limits as more specifically outlined in the Director of Finance’s August 26, 2024\nstaff report. Staff is requesting that the City Council introduce O2M24-4837 for its second\nreading and adopt the ordinance.\nRecommended Action: City Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M24-4837: AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF ALHAMBRA, CALIFORNIA, AMENDING CHAPTER 3.36 OF\nTHE ALHAMBRA MUNICIPAL CODE RELATING TO THE PURCHASING OF\nSUPPLIES AND EQUIPMENT, CHAPTER 3.38 OF THE ALHAMBRA\nMUNICIPAL CODE, RELATED TO CONTRACTS FOR CONSULTANT AND\nPROFESSIONAL SERVICES, CHAPTER 3.40 OF THE ALHAMBRA\nMUNICIPAL CODE, RELATED TO BIDDING AND CONTRACTS FOR\nPUBLIC PROJECTS, AND IMPLEMENTING THE CALIFORNIA UNIFORM\nCONSTRUCTION COST ACCOUNTING PROCEDURES FOR PUBLIC\nCONSTRUCTION PROJECTS
