4.E. WEHO PRIDE 2023 [Y. QUARKER, C. SMITH, M. REATH, K.\nMCCORMACK]:\nThe City Council will consider approving additional items related to\nWeHo Pride 2023.\nRECOMMENDATIONS: 1) Receive an update on the Community\nGroup funding program and authorize the City Manager or his\ndesignee to execute Co-Sponsorship agreements where\napplicable; 2) Approve the waiver of Special Event Permit fees and\nEncroachment Permit fees, in an amount estimated at $14,000 for\nCity businesses hosting events on June 2, 3, or 4, in celebration of\nWeHo Pride; 3) Authorize up to $12,500 for basic Los Angeles\nCounty Fire Department site plan review fees related to Pride\nweekend activations at City businesses; 4) Waive permit parking\ncitywide from Friday, June 2, 2023 at 4:00 PM through Monday,\nJune 5, 2023 at 7:00 AM; 5) Authorize fee waivers and a Permit to\nUse City Property agreement with JJLA for the "OUTLOUD: Raising\nVoices Music Festival" concert event (OUTLOUD) in West\nHollywood Park, and Santa Monica Blvd., for the WeHo Pride\nParade, as well as authorize the City Manager to negotiate the\nagreement, including both fee waivers and fees to be paid by JJLA,\nas well as execute documents incident to the agreement; 6)\nAuthorize JJLA to sell beer, wine, and spirits at "OUTLOUD" in\nWest Hollywood Park, stopping the sales of beer, wine, and spirits\n30 minutes prior to close each night; 7) Approve the closure of San\nVicente Blvd. from Melrose Ave. to Cynthia St. from 7:00 p.m. on\n2023 and waive corresponding street closure fees; 8) Approve the\nclosure of the Five Story Parking Structure, Library Garage and Rec\nCenter Garage from 7:00 p.m. on Thursday, June 1, 2023 through\n7:00 a.m. on Monday, June 5, 2023, which will result in a loss of\nrevenue for those days; 9) Approve the closure of Santa Monica\nBlvd. from La Cienega Blvd. to Doheny Dr. from on Friday, June 2,\n2023 through Monday, June, 5, 2023 for the WeHo Pride Street Fair\nwhich will result in a loss of revenue for parking meters for those\ndays; 10) Approve the closure of Santa Monica Blvd. from Fairfax\nAve. to La Cienega Blvd., including side streets one block north and\nsouth, on Sunday June 4, 2023 from 5:00 a.m. to 5:00 p.m. for the\nWeHo Pride Parade; 11) Approve the use of the Plummer Park, the\nsouth parking lot and the Great Hall rooms, from 6:00 a.m. on\n2023; and 12) Authorize the City of West Hollywood's participation\nin the LA Pride Parade on Sunday, June 11, 2023 including the\nexpenditure of approximately $10,000 in associated costs, which\nhave already been budgeted.\nSTAFF REPORT
