20. 24-54866 Recommendation to receive the supporting documentation into the record, and\nconclude the public hearing;\nAdopt resolution approving and certifying an Addendum (EIRA-03-24) to the\nProgram Environmental Impact Report (PEIR) prepared for the General Plan Land\nUse Element (LUE) Update and Urban Design Element (EIR 03-16) relating to the\nimplementation of the General Plan LUE through the rezoning of designated\ncorridors in Central Long Beach roughly bounded by, and inclusive of, Magnolia\nAvenue to the west, Pacific Coast Highway to the north, 10th Street to the south,\nand Ximeno Avenue to the east (Project), in accordance with the provisions of the\nCalifornia Environmental Quality Act (CEQA) Section 15164 of the CEQA\nguidelines and making certain findings and determinations that the adopted PEIR\nMitigation Monitoring and Reporting Program (MMRP) mitigates, to the extent\nreasonably feasible, impacts associated with the Project and that no new or\ndifferent mitigation measures are required;\n24-54867 Declare ordinance to implement City-initiated rezoning (ZCHG24-002) of select\nproperties on major corridors in Central Long Beach roughly bounded by, and\ninclusive of, Magnolia Avenue to the west, Pacific Coast Highway to the north, 10th\nStreet to the south, and Ximeno Avenue to the east, to Residential Mixed-Use 4\n(RMU4-A), Mixed-Use 3 (MU-3-A), Multi-Family Residential - Low (MFR-L), and\nMulti-Family Residential - Moderate (MFR-M), read the first time and laid over to\nthe next regular meeting of the City Council for final reading; and\nReceive and file the Residential Displacement Memo, the Commercial\nDisplacement Memo, the Policy Matrix, and the Parking and Mobility Options\nMemo.
