Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Approve a side letter agreement between the Torrance City Employees\nAssociation (TCEA) and Management to implement Enhanced Recruitment and\nRetention Pilot Program; and\n2) Approve a side letter agreement between the Torrance Police Commanders\nAssociation (TPCA) and Management to implement Enhanced Recruitment and\nRetention Pilot Program; and\n3) Approve a side letter agreement between the Torrance Professional and\nSupervisory Association (TPSA) and Management to implement Enhanced\nRecruitment and Retention Pilot Program.
