A. Public Hearing and Adoption of Resolutions for Amendments to the Land Use and Circulation Element\nof the General Plan, Bergamot Area Plan, Downtown Community Plan; and Introduction for First\nReading and Adoption of an Ordinance Amending Text of the Zoning Ordinance for Phase 2\nImplementation of the 6th Cycle (2021-2029) Housing Element\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding that the proposed amendments to the LUCE, BAP, DCP, and Zoning\nOrdinance were analyzed as part of the 2021-2029 6th Cycle Housing Element\nEnvironmental Impact Report (EIR) and Addendum, and no further review pursuant to the\nCalifornia Environmental Quality Act (CEQA) is required;\n2. Adopt Resolution Amending the Text of the Land Use and Circulation Element of the\nGeneral Plan for Consistency with the Goals, Policies, and Programs Set Forth in the 6th\nCycle (2021-2029) Housing Element, and Making Other Minor Changes, Corrections and\nClarifications;\n3. Adopt Resolution Amending the Text of the Bergamot Area Plan to Repeal Chapter 5,\nDevelopment Standards and Land Use Regulations, for Integration of Those Provisions\ninto the Zoning Ordinance;\n4. Adopt Resolution Amending the Text of the Downtown Community Plan for consistency\nwith the Goals, Policies, and Programs set forth in the 6th Cycle Housing Element, and\nMaking Other Minor Changes, Corrections and Clarifications; and\n5. Introduce for First Reading and Adoption of an Ordinance Amending the Text of the\nZoning Ordinance for Consistency with the Goals, Policies, and Programs Set forth in the\n6th Cycle (2021-2029) Housing Element; to Allow for the Separate Conveyances of\nAccessory Dwelling Units in accordance with AB 1033; Incorporate Interim Zoning\nRegulations Authorizing the Establishment of Objective Design Standards for Housing\nProjects that Qualify for the Streamlined Ministerial Approval Established by SB35;\nIntegrate Development Standards and Land Use Regulations for the Bergamot Area\nPlan, with Amendments for Consistency with the Goals, Policies and Programs Set Forth\nin the 6th Cycle Housing Element, Updates to Development Standards for Non-Housing\nProjects, and Other Minor Amendments for Consistency with the Zoning Ordinance; for\nConsistency with Recent Updates to State Housing Law; and Making Other Minor\nChanges, Corrections, and Clarifications.\nStaff Report Printout\na.
