9. FY 2023-2024 Consolidated Annual Performance and\nEvaluation Report (CAPER) and Initiation of FY 2025-2026 One\nYear Action Plan\nRECOMMENDATION:\nThat the City Council:\n1. Opens the public hearing;\n2. Accepts public testimony for the FY 2023-2024 Consolidated\nAnnual Performance and Evaluation Report and initiation of\nthe FY 2025-2026 One Year Action Plan;\n3. Closes the public hearing;\n4. Approves the FY 2023-2024 Consolidated Annual\nPerformance and Evaluation Report as presented and\nauthorizes the City Manager or designee to submit to the U.S.\nDepartment of Housing and Urban Development and to make\nany necessary or needed corrections; and\n5.
