(1)\nBPW­2024­0532\nCD 1, 14\nPUBLIC WORKS TRUST FUND (PWTF) LOAN – LOS ANGELES RIVER LOW FLOW\nFISH HABITAT REACH 8A PILOT PROJECT\nRecommending the Board:\nSubject to approval by the Los Angeles City Council and Office of the Mayor:\n1. AUTHORIZE a $2,000,000 loan from the PWTF (Fund No. 834, Department\nNo. 50) to front fund the costs to complete design and construction of the Los\nAngeles River Low Flow Fish Habitat Reach 8A Pilot Project;\n2. AUTHORIZE the Director of Accounting to transfer $2,000,000 from\navailable funds on a revolving basis within the PWTF to the Engineering\nSpecial Services Fund (Fund No. 682, Department No. 50);\n3. AUTHORIZE the reimbursement of funds from the Engineering Special\nServices Fund No. 682, Department No. 50 to the PWTF No. 834,\nDepartment No. 50, upon receipt of the reimbursement from the California\nWildlife Conservation Board and California Department of Fish and Wildlife\nas directed by the City Engineer by no later than September 30, 2028;\n4. AUTHORIZE the Director of Accounting to assess and collect monthly\ninterest on the loan at the rate that the Office of Finance is using to allocate\ninterest to various investment pools. Any unpaid interest at the end of the\nyear will be added to the principal amount of the loan; and\n5. AUTHORIZE the Board, Executive Officer, and the City Engineer or their\ndesignees, to make any technical corrections or accounting updates to the\nrecommendations above to effectuate the intent of the Mayor and the City\nCouncil.\n(W.O.
