1.\nConsideration and possible action on the Greater Portuguese Bend-Ancient\nAltamira Landslide Complex. (Awwad) (60 mins)\nRecommendation: 1) Receive and file an update on current conditions,\nincluding the City Geologist's report, in the Greater Portuguese Bend-Ancient\nAltamira Landslide Complex; 2) Review options and provide direction on\nemergency protective and stabilization measures for the Greater Portuguese\nBend-Ancient Altamira Landslide Complex; 3) Receive and file a financial\nreport on City expenditures and estimated costs for emergency protective and\nstabilization measures in response to the acceleration of the Greater\nPortuguese Bend-Ancient Altamira Landslide Complex since October 2022; 4)\nAccept and approve an appropriation of $5 million pursuant to the Social\nProgram Agreement providing financial assistance related to the Greater\nPortuguese Bend-Ancient Altamira Landslide Complex from Fourth District\nSupervisor Janice Hahn of the Los Angeles County Board of Supervisors; 5)\nProvide direction on the proposed allocation of the $5 million pursuant to the\nSocial Program Agreement between Los Angeles County and the City: a.\nProvide $10,000 in individual financial assistance to property owners of\nresidences impacted by the landslide in the Portuguese Bend Community\nAssociation including Vanderlip Drive, Seaview, and Portuguese Bend Beach\nClub as outlined within the geographic boundaries identified in the City Council\nproclaimed Local Emergency Declaration; and, b. Fund, based on the\nremaining balance, City-initiated emergency protective and stabilization\nmeasures consisting of, but not limited to, public roads, City-owned sewer\nsystem in the Portuguese Bend Community Association, dewatering wells, as\nwell as for costs associated with actions to address public safety, health, and\ntransportation conditions created by the Landslide; 6) Review and provide\ninput to two draft questionnaires to be sent to households affected by the\nGreater Portuguese Bend-Ancient Altamira Landslide Complex and indefinite\nutility shutoffs, and if deemed acceptable, authorize Staff to issue the final\nquestionnaires; 7) Adopt Resolution No. 2024-__, A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA,\nCONTINUING THE LOCAL EMERGENCY DECLARATION AS ESTABLISHED\nBY RESOLUTION NO. 2023-47 ADOPTED ON OCTOBER 3, 2023 FOR AN\nADDITIONAL 60 DAY PERIOD; and, 8) Adopt Resolution No. 2024-__, A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS\nVERDES, CALIFORNIA, TO EXTEND THE STATE OF LOCAL EMERGENCY\nWITHIN THE GEOGRAPHIC BOUNDARIES OF THE PORTUGUESE BEND\nCOMMUNITY ASSOCIATION, PORTUGUESE BEND BEACH CLUB, AND\nSEAVIEW NEIGHBORHOOD, BASED ON SUDDEN ENERGY SHORTAGES,\nPLANNED DEENERGIZING EVENTS, AND INTERNET SERVICE SHUT\nOFFS, AS ESTABLISHED BY RESOLUTIONS NOS. 2024-52 AND 2024-57,\nFOR AN ADDITIONAL 60 DAYS.\nAgenda Report
