Algona Avenue\nRECOMMENDATION:\nStaff recommends that the City Council determine that the project is\nstatutorily exempt from California Environmental Quality Act (CEQA)\npursuant to Section 15269 (Emergency Projects) (b) as the activity is the\nemergency repair of the publicly owned service facilities (domestic water line)\nnecessary to maintain service essential to the public health, safety or welfare\nas determined with the August 2, 2022, City Council Emergency Declaration;\nand, receive and file the report on the emergency replacement of the water\nmain line on Artesia Street between N. Jordan Avenue and N. Algona\nAvenue; and, determine that there is a need to continue the emergency action\npursuant to San Jacinto Municipal Code §3.08.070(B)(1).\nDepartment: Water
