CPC-2020-7814-CU-DB-HCA Council District: 13 – Soto-Martinez\nCEQA: ENV-2020-7815-CE Last Day to Act: 05-15-23\nPlan Area: Hollywood\nPUBLIC HEARING – Completed November 17, 2022\nPROJECT SITE: 5526 – 5534 West Virginia Avenue\nPROPOSED PROJECT:\nDemolition of an existing surface parking lot and the construction of a new, six-story, 64 dwelling unit\napartment with one level of subterranean parking and one level at grade. Of the 64 dwelling units, 10 are\nproposed for Very Low Income households. The proposed project will provide 57 automobile parking\nspaces, as well as 51 long-term and six short-term bicycle spaces. The Project will have 45,809 square-\nfeet of floor area with a Floor Area Ratio (FAR) of 4.24:1. The Project will require the removal of one Palm\nTree on-site and there are no trees in the right-of-way. The Project proposes 6,800 cubic yards of grading,\nall of which will be exported.\nREQUESTED ACTIONS:\n1. Pursuant to CEQA Guidelines, Article 19, Section 15332, Class 32, an Exemption from CEQA, and\nthat there is no substantial evidence demonstrating that an exception to a categorical exemption\npursuant to CEQA Guidelines, Section 15300.2 applies;\n2. Pursuant to Section 12.24 U.26 of the Los Angeles Municipal Code (LAMC), a Conditional Use Permit\nfor a 68 percent increase in density over the project site, in lieu of the otherwise permitted 35 percent\nin density allowed under LAMC Section 12.22 A.25;\n3. Pursuant to LAMC Sections 12.22 A.25(g)(2) and 12.22 A.25(g)(3), a Density Bonus/Affordable\nHousing Incentive Program Compliance Review to permit the construction of a housing development\nproject totaling 64 dwelling units, reserving 10 units for Very Low Income households for a period for\n55 years, with the following On and Off-Menu Incentives and Waivers of Development Standards:\na. An On-Menu Incentive to permit a reduction in the required open space, to permit 5,435 square-\nfeet in lieu of the 6,525 square-feet otherwise required by LAMC Section 12.21 G;\nb. An Off-Menu Incentive to permit a Floor Area Ratio (FAR) of 4.24:1 in lieu of the 3:1 FAR otherwise\npermitted in the R4-1VL Zone;\nc. An Off-Menu Incentive to permit a height of 67 feet in lieu of the 45-foot height limit otherwise\npermitted in the R4-1VL Zone;\nd. CPC-2021-1288-CU-DB-HCA Council District: 13 – Soto-Martinez\nCEQA: ENV-2021-1289-CE Last Day to Act: 05-15-23\nPlan Area: Hollywood\nPUBLIC HEARING – Completed November 17, 2022\nPROJECT SITE: 1114 North St. Andrews Place;\n5537 – 5547 West Santa Monica Boulevard\nPROPOSED PROJECT:\nDemolition of two commercial structures, one- to two-stories in height and the construction of a new, six-\nstory, mixed-use building consisting of 2,480 square feet of retail on the ground floor and 60 dwelling units.\nOf the 60 dwelling units, eight are proposed for Very Low Income households. The Proposed Project will\nprovide a total of 64 automobile parking spaces within two levels of subterranean parking, inclusive of five\ncommercial automobile parking spaces which will be located on the ground floor level, and bicycle spaces\nwill be provided in the form of 51 long-term and seven short-term spaces. The Project will have 48,988\nsquare-feet of floor area with a Floor Area Ratio (FAR) of 3.2:1. There are four trees in the right-of-way and\nnone are anticipated for removal. The Project proposes 11,000 cubic yards of grading, all of which will be\nexported.\nREQUESTED ACTIONS:\n1.
