50. Adams and Grand Department of Public Social Services Metro Family\nDemolition Project Construction Contract\nRecommendation: Establish and approve the Adams and Grand Department of\nPublic Social Services Metro Family Demolition Project, Capital Project No.\n8A011 (Project) (2), with a total Project budget of $20,500,000; adopt the plans\nand specifications for the Project; advertise for bids to be received before\n11:00 a.m. on November 21, 2024; find that the proposed Project, including the\nrelated recommended actions, is exempt from the California Environmental\nQuality Act; and authorize the Director of Public Works to take the following\nactions: (Department of Public Works) ADOPT\nExecute a consultant services contract with the apparent lowest\nresponsive and responsible bidder to prepare a baseline construction\nschedule for an amount not to exceed $5,000, funded by the Project\nfunds;\nDetermine that a bid is nonresponsive and reject a bid on that basis,\naward to the next lowest responsive and responsible bidder, waive\ninconsequential and nonmaterial deficiencies in bids submitted, and\ndetermine, in accordance with the applicable contract and bid\ndocuments, whether the apparent lowest responsive and responsible\nbidder timely prepared a satisfactory baseline construction schedule and\nhas satisfied all conditions for contract award; and\nUpon such determination, award and execute the construction contract to\nthe apparent lowest responsive and responsible bidder if the low bid can\nbe awarded within the approved total budget, establish the effective date\nof the contract upon receipt by the Department of Public Works of\nacceptable performance, payments bonds, and evidence of required\ncontractor insurance, and take all other actions necessary and\nappropriate to deliver the Project.
