9. Updating Training for ACCESS Call Center Operators to Reflect Enhanced\nAlternative Crisis Response Systems and Services\nRecommendation as submitted by Supervisors Hahn and Horvath: Instruct the\nDirector of Mental Health to establish and implement a comprehensive and\nupdated training plan for all ACCESS call center operators that reflects the new\nalternative crisis response procedures, processes, screening, and resources\nincluding, but not limited to, reference documents that depict the crisis\nresponse processes and expectations that can be easily accessed and\nreferenced after the training is completed; establish processes to connect\ncallers to alternative services if their requests for a Field Intervention Team does\nnot meet the associated screening criteria, where these services should be\nalternatives to law enforcement, and include things like warm handoffs and\nreferrals to the Department of Mental Health’s Homeless Outreach Mobile\nEngagement teams and various teams run by partner cities, (i.e., City of Los\nAngeles’ Unarmed Mobile Crisis Response Team and Crisis and Incident\nResponse through Community-Led Engagement programs); and report back to\nthe Board in writing in 60 days with progress and updates on implementation of\nthe above.
