1-D. Norwood Library Project\nRecommendation as submitted by Supervisor Solis: Authorize the Executive\nDirector of the Los Angeles County Development Authority to accept funding up\nto $2,315,349 for the proposed Norwood Library Project, which will provide for\nrefurbishment of the existing library located at 4550 North Peck Road in the City\nof El Monte, using an additional $1,315,349 in unspent funds available to the\nFirst Supervisorial District, and $1,000,000 from the California State Library\nGrant, and amend the existing Funding Agreement between the County and the\nLos Angeles County Development Authority (LACDA); authorize the Executive\nDirector to accept up to $4,116,279 in funds from the Federal Fiscal Year 2024\nTransportation, Housing and Urban Development Appropriations Bill, and if\nnecessary, execute any required agreements with the United States Department\nof Housing and Urban Development to receive the funds, and incorporate up to\n$6,431,628 into LACDA’s approved Fiscal Year 2024-25 budget as needed;\nand find that the proposed actions are not a project under the California\nEnvironmental Quality Act.
