Traffic Regulations in the Unincorporated Communities of Bassett,\nCovina, East Los Angeles, and Valinda\nRecommendation: Adopt and/or rescind traffic regulation orders to support\ntraffic safety, enhance traffic flow, encourage parking turnover, and provide\nadequate parking for disabled persons in the unincorporated communities of\nBassett, Covina, East Los Angeles, and Valinda (1); and find that adopting\nand/or rescinding traffic regulation orders and posting the corresponding\nregulatory and advisory signage are exempt from the California Environmental\nQuality Act.
