3. Ballona Creek Trash Interceptor Project\nRecommendation as submitted by Supervisor Mitchell: Acting as the Governing\nBody of the County Flood Control District (District), find that the Minimum\nPerformance Criteria (MPC) for the Ballona Creek Trash Interceptor\n(Interceptor) Pilot Project (Project) has been met; establish and approve the\nProject, and instruct the Director of Public Works to implement the Project;\nauthorize the Chief Engineer of the District to execute a bill of sale on behalf of\nthe District, memorializing the transfer of ownership of the Interceptor from The\nOcean Cleanup (TOC) to the District, negotiate and enter into an agreement\nwith TOC, establishing roles and responsibilities of each party for collaboration\nrelated to the implementation of the Project, and amend the agreement to adjust\nthe parties' roles and responsibilities, as the Chief Engineer determines would\nbe beneficial to the District's operation of the Project; and find that approval of\nthe Project and other actions herein, including a determination related to MPC\nfor the Project, and delegation of authority to the Chief Engineer of the Los\nAngeles County Flood Control District to negotiate and enter into the proposed\nagreement with TOC, are exempt from California Environmental Quality Act.\n(24-4500)
