59. Traffic Regulations in Various Unincorporated Communities within\nNorthern Los Angeles County\nRecommendation: Adopt and/or rescind traffic regulation orders to support\ntraffic safety, enhance traffic flow, and encourage parking turnover, in the\nunincorporated communities of Altadena, Arcadia, Castaic, Covina (Charter\nOak), East Pasadena, La Verne, La Crescenta-Montrose, Littlerock/\nPearblossom, Northeast San Gabriel, Stevenson Ranch, and Sun Village (5);\nand find that adopting and/or rescinding traffic regulation orders and posting or\nremoving the corresponding regulatory and advisory signage are exempt from\nthe California Environmental Quality Act.
