2. Adoption and Equitable Implementation of the Los Angeles County\nCommunity Forest Management Plan\nRecommendation as submitted by Supervisors Mitchell and Horvath: Adopt the\nLos Angeles County Community Forest Management Plan (CFMP); instruct the\nChief Sustainability Officer and relevant Department Heads to integrate the\nCFMP’s targets and goals into their work plans; instruct the Director of Public\nWorks to report back to the Board in writing in 60 days with an analysis of the\ncost, potential funding opportunities and options to implement the extended\nwatering for the first three years after tree planting, referred to as “the\nestablishment period,” and the enhanced street tree planting policies in high\ncanopy need unincorporated communities that include community feedback\nfrom the Climate Ready Communities initiative and accelerate tree canopy\nequity; and take the following actions:\nInstruct the Chief Sustainability Officer, in collaboration with the\nDirectors of Public Works, Parks and Recreation and other relevant\nDepartment Heads to seek funding for, and implement pilot depaving\nprojects on County property, including the right-of-way, in high canopy\nneed communities, and consider opportunities to integrate trees into\nconceptual project designs associated with Vision Zero and other\ncommunity improvement initiatives;\nInstruct the Chief Sustainability Officer to partner with relevant\nDepartment Heads, utilities, and external community partners, to seek\nfunding for and implement an equity-based residential tree planting\nprogram for unincorporated communities using a community stewardship\napproach;\nInstruct the Director of Parks and Recreation to identify opportunities to\nincrease tree canopy in existing County Parks located in communities\nwith high canopy need;\nInstruct the Director of Economic Opportunity to work with regional\npartners, such as cities, Metropolitan Transportation Authority, Caltrans,\nand Southern California Edison, to inform their Inflation Reduction\nAct-funded work to develop workforce development opportunities for tree\nplanting and maintenance projects Countywide, especially in\ncommunities most lacking in tree coverage;\nInstruct the Directors of Internal Services and Economic Opportunity, in\ncollaboration with the Chief Sustainability Officer, the Directors of Public\nWorks, Parks and Recreation and Beaches and Harbors, the County\nLibrarian, and other relevant Department Heads, to perform a baseline\nanalysis of the number of active County contracts and purchase orders\nrelated to the procurement of trees and plants, including the total number\nof trees sourced locally within the County, and current tree and native\nplant nurseries within the County, including how many of those are\nCounty vendors and receiving contracts or purchase orders, and based\non this analysis, work with Departments to identify and evaluate potential\nchanges in County procurement, contracting, and other policies, and\nprocedures and strategies that may be necessary to better support tree\nand native plant nurseries within the County and increase the local\nsupply of high quality, native, and climate resilient trees and plants;\nInstruct the Chief Sustainability Officer to report back to the Board\nannually regarding progress towards equitable implementation of the\nCFMP goals and actions; and\nDirect the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, to support local, State, and Federal\nlegislation, funding measures, grant opportunities, and other initiatives\nthat provide resources needed for the implementation of the CFMP.\n(24-4501)
