B Consideration and possible action to receive and file the updated 2022 North\nDowntown Bellflower Parking Analysis.\nCEQA: The proposed actions are exempt from environmental review under the\nCalifornia Environmental Quality Act (California Public Resources Code §§ 21000, et\nseq., “CEQA”) and CEQA regulations (14 California Code of Regulations §§ 15000, et\nseq.; “CEQA Guidelines”) pursuant to CEQA Guidelines §§ 15262 and 15306 because\nthey involve only a planning study for possible future actions which has not been\napproved, adopted, or funded; and the parking analysis consisted of basic data\ncollection, research, experimental management, and resource evaluation activities\nwhich does not result in a serious or major disturbance to an environmental resource.\nFurthermore, the parking analysis does not constitute a “project” requiring\nenvironmental review pursuant to CEQA Guidelines § 15378(b)(5) because it is an\nadministrative activity that will not result in direct or indirect physical changes in the\nenvironment.\nRecommendation to City Council: 1) Receive and file the Updated 2022 North\nDowntown Bellflower Parking Analysis; or 2) Alternatively, discuss and take other\naction related to this item.\n13 CONSIDERATION ITEMS – Continued
