13. COOPERATIVE AGREEMENTS WITH ORANGE COUNTY\nTRANSPORTATION AUTHORITY FOR PROJECT V FUNDED TRANSIT\nPROGRAMS\nRecommendations:\n(1) Authorize the City Manager to negotiate and execute a cooperative agreement\nwith the Orange County Transportation Authority to accept up to $5,212,250 in\nMeasure M2 Project V grant funds for the Off-Season Weekend and Seasonal\nTrolley Services, and provide an 11 percent local match (estimated at $622,550) for\nservice through Fiscal Year 2030-31;\n(2) Authorize the City Manager to negotiate and execute a cooperative agreement\nwith the Orange County Transportation Authority to accept up to $2,024,489 in\nMeasure M2 Project V grant funds for the Laguna Canyon Road/El Toro Road\nLaguna Local Service, and provide a 50 percent local match (estimated at\n$2,024,489) for service through Fiscal Year 2030-31;\n(3) Authorize the City Manager to negotiate and execute an amendment with LAZ\nParking, LLC, for the new Laguna Local on-demand and trolley services, which\nwill expand their scope of work and budget;\n(4) Amend the Fiscal Year 2024-25 budget by appropriating $445,000 in the Transit\nFund for the implementation of the Laguna Local Canyon Service, Off-Season\nTrolley Services, and one month of Summer Breeze service, offset by an increase of\n$250,420 in grant revenue in the Transit Fund, and a $194,580 transfer from the\nParking Fund to the Transit Fund;\n(5) Authorize the City Manager to modify the expanded services and schedule, as\nmay be needed, to achieve the ridership required by the grant; and\n(6) Find this action exempt from the California Environmental Quality Act.\nAgenda Report\nPUBLIC HEARING\nA. APPEAL OF APPROVAL OF DESIGN REVIEW 23-0887, VARIANCE 23-0888\nAND REVOCABLE ENCROACHMENT PERMIT 23-0889 FOR ADDITIONS\n(NET 413 SQUARE FEET) IN THE R-1 (RESIDENTIAL LOW DENSITY)\nZONE AT 1560 SUNSET RIDGE DRIVE, DESIGN REVIEW IS REQUIRED\nFOR UPPER LEVEL ADDITIONS AND ELEVATED DECK ADDITIONS,\nGRADING, RETAINING WALLS, SPA, EXTERIOR REMODEL, AND\nLANDSCAPING, A VARIANCE IS REQUIRED TO EXCEED THE\nMAXIMUM BUILDING HEIGHT, AND REVOCABLE ENCROACHMENT\nPERMIT IS REQUIRED TO MAINTAIN SITE WALLS WITHIN THE PUBLIC\nRIGHT-OF-WAY\nRecommendation: Open the public hearing and continue the appeal of the Design\nReview Board's approval of Design Review 23-0887, Variance 23-0888, and\nRevocable Encroachment Permit 23-0889 located at 1560 Sunset Ridge Drive, and\nfinding the Project categorically exempt under CEQA Guidelines Section 15301, to the\nDecember 10, 2024, City Council meeting.\nAgenda Report\nCOUNCIL MEMBER ITEM(S)\nThe City Council shall consider matters submitted by members of the City Council in accordance\nwith Resolution No. 24.011, as it may be amended.
