b. FIRST AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING WITH\nTHE LOS ANGELES GATEWAY REGION INTEGRATED REGIONAL WATER\nMANAGEMENT JOINT POWERS AUTHORITY FOR THE DOMINGUEZ\nCHANNEL AND LOS ANGELES AND LONG BEACH HARBOR WATERS\nTOXIC POLLUTANTS TOTAL MAXIMUM DAILY LOADS\nSummary:\nThe Los Angeles Gateway Region Integrated Regional Water Management Joint\nPowers Authority is a watershed-based coalition. GWMA is comprised of\nvarious cities, water agencies and a port which are responsible for coordinating\nthe regional watershed needs of 2 million people in the Gateway Region located\nin Southeastern Los Angeles County. The City Council will consider approving\nthe First Amendment to the Memorandum of Understanding with the Los\nAngeles Gateway Region Integrated Regional Water Management Joint Powers\nAuthority for administration and cost sharing of the Harbors Waters Toxic\nPollutants Total Maximum Daily Loads compliance monitoring and reporting\nplan.\nStrategic Plan Goals(s):\nGoal No. 2 Community Safety: Maintaining community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendation:\nAuthorize the City Manager to execute the First Amendment to the\nMemorandum of Understanding between the City and the Los Angeles Gateway\nRegion Integrated Regional Water Management Joint Powers Authority (GWMA)\nfor administration and cost sharing to implement the coordinated compliance,\nmonitoring, and reporting plan (CCRMP) for the Dominguez Channel and Los\nAngeles and Long Beach Harbors Waters Toxic Pollutants Total Maximum Daily\nLoads. The proposed amendment would extend the term of the MOU through\nDecember 31, 2029, and allow the City to continue coordinating with other\nresponsible agencies on regional watershed objectives.
