8. FIRST READING OF AN ORDINANCE AMENDING CHAPTERS 10.06\n(PARKING) AND 10.07 (PARKING METERS) OF THE LAGUNA BEACH\nMUNICIPAL CODE REGARDING PARKING PAYMENTS\nRecommendations:\n(1) Introduce and conduct a first reading, proceed by title only, and waive further\nreading and introduce by title only an Ordinance titled, “AN ORDINANCE OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA,\nAMENDING CHAPTERS 10.06 (PARKING) AND 10.07 (PARKING METERS)\nOF THE LAGUNA BEACH MUNICIPAL CODE REGARDING PUBLIC\nPARKING PAYMENTS AND EXEMPTIONS AND DETERMINING THE\nORDINANCE TO BE EXEMPT FROM CEQA PURSUANT TO STATE CEQA\nGUIDELINES SECTIONS 15060(c) AND 15378(b)(5)”;\n(2) Direct staff to return with the Ordinance for a second reading at the November\n12, 2024, Regular City Council meeting; and\n(3) Find that the Ordinance is not a project subject to CEQA under State CEQA\nGuidelines Sections 15060(c) and 15378(b)(5) because it will not result in a direct\nor reasonably foreseeable indirect physical change in the environment and in the\nalternative find that the Ordinance is categorically exempt under Sections 15061(b)\n(3).\nAgenda Report
