E. Approval of Implementation of Phase 2 of the Digital Wayfinding and Out-of-Home Advertising Kiosk\nProgram\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of Categorical Exemption pursuant to Sections 15303 (New Construction\nor Conversion of Small Structures) and 15311 (Accessory Structures) of the California\nEnvironmental Quality Act (CEQA) Guidelines in accordance with the Environmental\nReview section of this report; and\n2.
