18. URGENCY ORDINANCE AMENDING SALARY AND BENEFITS FOR EXECUTIVE\nMANAGEMENT EMPLOYEES, CONFIDENTIAL EMPLOYEES AND CITY COUNCIL\nMEMBERS, SUPERSEDING ORDINANCE NO. O2M24-4835 – F2M24-2, O2M24-4842,\nM2M24-200\nStaff requests that the City Council adopt an urgency ordinance amending salary and\nbenefits for Executive Management employees, Confidential employees and City Council\nMembers. Previously, on August 26, 2024, the City Council approved an Ordinance setting\ncompensation and benefits for Executive Management Employees, Confidential\nEmployees and City Council Members. The City has been working with the employee\ngroups on Comprehensive MOUs. As such, a clean-up item with regard to bilingual pay,\nholidays and sick leave is necessary. It is necessary to amend the previous version of the\nordinance to include the updates and the ordinance must take effect immediately to ensure\ntimely and operational implementation, namely to allow the ordinance to take effect for the\nupcoming November holidays. Details regarding the updates are outlined in the Director\nof Human Resources and Risk Management’s October 28, 2024 staff report.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Adopt by a 4/5th vote of the City Council the following urgency ordinance entitled:\nOrdinance No. O2M24-4842: An Urgency Ordinance of the Alhambra City\nCouncil amending benefits for Executive Management Employees,\nConfidential Employees, and City Council Members superseding Ordinance\nNo. O2M24-4835\nafter which such ordinance shall go into effect immediately; and,\n2. Direct staff to undertake the steps necessary to finalize Council’s action. (M2M24-\n200)
