12. RESOLUTION APPROVING A COMPREHENSIVE MEMORANDUM OF\nUNDERSTANDING (MOU) BETWEEN THE CITY AND THE ALHAMBRA\nMANAGEMENT EMPLOYEES’ ASSOCIATION (AMEA) – F2M24-2, R2M24-46, C2M17-\n70, M2M24-199\nOn December 12, 2021, the City Council approved an MOU between the City of Alhambra\nand the Alhambra Management Employees’ Association (AMEA) for Fiscal Years 2021-\n2022, 2022-2023 and 2023-2024. Since then, the City and AMEA reached agreement on\nsix subsequent side letters of agreement memorializing agreed upon changes to benefits\nand compensation and extensions to the MOU. As recently as August 2024, the City and\nAMEA agreed to extend the existing MOU for an additional year, through the end of Fiscal\nYear 2027-2028, with contract enhancements in the form of increases to compensation\nand increases to health benefits flex plan contributions. The City has been working with\nthe employee groups on Comprehensive MOUs. As such, clean up items with regard to\nbilingual pay, holidays and sick leave are necessary. Additionally, representatives of the\nCity and AMEA met and conferred with the intent to clarify language in the existing MOU\nand to include pertinent practices and language from prior MOUs, side letters and the\nAlhambra Municipal Code into one consolidated and comprehensive document. The\nparties met and conferred and reached agreement regarding the language to be included\nin the first Comprehensive MOU between the City and the Alhambra Management\nEmployees’ Association. Clarifications and changes are outlined in the Director of Human\nResources and Risk Management’s October 28, 2024 staff report.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-46 entitled: A Resolution of the Alhambra City Council approving a\nComprehensive Memorandum of Understanding between the City of Alhambra and the\nAlhambra Management Employees’ Association; and, 2) Direct staff to undertake the\nsteps necessary to finalize Council’s action.
