13.1 A Public Hearing to Consider and Adopt Resolutions approving Substantial\nAmendment #2 to the City of El Monte Fiscal Year (FY) 2021-2022 Annual Action Plan\nand Substantial Amendment #1 to the City of El Monte FY 2022-2023 Annual Action\nPlan by Resolution in Accordance with the U.S. Department of Housing and Urban\nDevelopment Regulations.\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the public hearing;\n2. Receive presentation from staff;\n3. Allow members of the public to offer comment;\n4. Close the public hearing;\n5. Adopt a Resolution approving Substantial Amendment #2 to the FY 2021-2022 Annual\nAction Plan to authorize the reallocation of FY 2021 CDBG funds in the amount of\n$1,947,516;\n6. Adopt a Resolution approving Substantial Amendment #1 to the FY 2022-2023 Annual\nAction Plan to authorize the reallocation of FY 2022 CDBG funds in the amount of\n$2,482,060; and\n7.
