4. CONSIDERATION AND APPROVAL TO AWARD A PROFESSIONAL SERVICES\nAGREEMENT TO MNS ENGINEERING INC. FOR COMMUNITY DEVELOPMENT\nSERVICES.\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Award a Professional Services Contract to MNS Engineers, INC. for the\nmanagement and administrative services related to the City’s Community\nDevelopment Block Grant (CDBG), and other programs funded through the U.S.\nDepartment of Housing and Urban Development (HUD) and California\nDepartment of Housing and Community Development (HCD).\n2.
