Marina Del Rey Parking Structure Project Construction Contract\nRecommendation: Consider the Mitigated Negative Declaration (MND) for the\nMarina del Rey Parking Structure Project, Capital Project (CP) No. 67957 (2)\n(formerly referred to as the "New Marina del Rey Parking Structure Project");\ntogether with any comments received during the public review process; find that\nthe MND reflects the independent judgment and analysis of the Board; adopt the\nMitigation Monitoring and Reporting Program and find that it is adequately\ndesigned to ensure compliance with the mitigation measures during project\nimplementation; find on the basis of the whole record before the Board, that\nthere is no substantial evidence the project may have a significant effect on the\nenvironment and adopt the MND; approve CP No. 67957 with a total budget of\n$16,900,000, and establish and approve the Marina del Rey Parking Structure\nProject-Department of Beaches and Harbors, CP No. 6A025, with a total budget\nof $11,700,000, for a total combined project budget of $28,600,000; approve an\nappropriation adjustment to transfer $6,881,000 from the Services and Supplies\nMarina Replacement Accumulative Capital Outlay Fund, $418,000 from the\nCoastal Improvement Fund Trust Account, $492,000 from the Beaches &\nHarbors Coastal Commission Agency Trust Fund, and $347,000 of residual\nfunds from completed Marina Replacement Accumulative Capital Outlay funded\ncapital projects, specifically $110,000 from the Parcel 45 & 47 General\nImprovements, CP No. 89002, and $237,000 from Administration Building\nWalkway Improvements, CP No. 89003, to CP No. 67957, and $11,700,000\nfrom obligated fund balance Committed for American Rescue Plan Enabled\nCapital Programs to CP No. 6A025, to fully fund the proposed Marina del Rey\nParking Structure Project; and take the following actions: (Department of\nPublic Works) ADOPT 4-VOTES\nFind that McCarthy Building Companies, Inc., is the responsive and\nresponsible proposer that submitted the most advantageous and best\nvalue proposal for the Marina del Rey Parking Structure, and award and\nauthorize the Director of Public Works to execute a Design-Build\ncontract with McCarthy Building Companies, Inc., for a contract amount\nof $20,790,820, plus a design completion allowance of $500,000 for a\nmaximum contract amount of $21,290,820, contingent upon submission\nof acceptable performance and payment bonds, and evidence of\nrequired insurance filed by McCarthy Building Companies, Inc.;\nAuthorize the Director of Public Works, with concurrence from the Chief\nExecutive Officer, to exercise control of the design completion allowance\nof $500,000, including the authority to reallocate the allowance into the\ncontract amount, as appropriate, in accordance with the contract\nrequirements;\nApprove and authorize the Director of Public Works to execute a\nconsultant services agreement for a stipend amount of $50,000 with\nBomel Construction Company, Inc., the second highest ranked eligible\nDesign-Build proposer, that met the stipend eligibility criteria in the\nRequest for Proposals for preparation of proposal, funded by existing\nproject funds; and\nAuthorize the Director of Beaches and Harbors to waive the Right\nof-Entry Permit and parking fees for the proposed Marina del Rey\nParking Structure Project.
