10. Piloting Department of Public Health Directly Operated Substance Use\nDisorder Services\nRecommendation as submitted by Supervisor Solis: Instruct the Director of\nPublic Health, in collaboration with the Directors of Mental Health and Health\nServices, to report back to the Board in writing in 90 days on the following:\nIdentify existing gaps in how substance use services are provided by\nCounty-operated and County-contracted field-based services, including\nin areas of disproportionate need and types of offered services;\nDevelop an action plan and timeline to pilot Department of Public Health\n(DPH)-directly operated field-based substance use disorder (SUD)\nservices within 12 months of passage of this motion, to expand the SUD\ncapabilities of the County’s current field-based multidisciplinary teams in\nways that include, but are not limited to the following:\nHiring of recommended field-based team, and considerations of\napproach and relation to other preexisting field-based teams, staff\nroles and responsibilities, and relevant qualifications; workflows\nensuring the provision of addiction medications (MAT) and other\nidentified gaps; prioritization of field team services focused on\nCounty regions experiencing disproportionate substance use and\noverdoses, including communities like Skid Row and MacArthur\nPark; coordination of needed physical health, mental health, and\nSUD services; and evaluation of the pilot and opportunities to\nenhance the County’s approach to field-based services by\nexpanding SUD capabilities, inclusive of MAT; and\nContinue increasing the number of DPH contracted providers that offer\nMAT, and develop a plan to ensure that all clients who would benefit from\nMAT have access to it, including a target goal of the percentage of\nproviders that should offer MAT; and\nInstruct the Director of Public Health and the Chief Executive Officer, to support\nthe Director of Public Health to identify funding and acquire the correct\nclassification(s) and quantity of positions needed for the implementation,\nmanagement, and evaluation of this pilot of DPH directly operated field-based\nteams.
