47. Water Truck Services Contracts\nRecommendation: Find that water truck services can be more economically\nperformed by an independent contractor; award and instruct the Chair to sign\ntwo contracts with Spadaro Enterprises, Inc., a Local Small Business and\nCommunity Business Enterprise, for water truck services for North County\nGroup A and North County Group B (5), for a period of one year with four\none-year and six month-to-month extension options, for maximum potential\ncontract terms of 66 months and a maximum potential contract amount of\n$5,930,650 for North County Group A, and $5,930,650 for North County Group\nB, with funding included in the Department of Public Works' Road Fund (B03 -\nServices and Supplies) Fiscal Year 2024-25 Budget; find that the contract work\nis exempt from the California Environmental Quality Act; and authorize the\nDirector of Public Works to take the following actions: (Department of Public\nWorks) APPROVE\nExercise the extension options if, in the opinion of the Director, Spadaro\nEnterprises, Inc., has successfully performed during the previous\ncontract period and the services are still required, approve and execute\namendments to incorporate necessary changes within the scope of work,\nand suspend and/or terminate the contracts for convenience, if it is in the\nbest interest of the County; and\nAnnually increase the contractsʹ amounts up to an additional 10% of the\nannual contracts' amounts, which is included in the maximum potential\ncontracts' amounts for unforeseen additional work within the scope of the\ncontracts, if required, and adjust the annual contracts' amounts for each\noption year over the term of the contracts to allow for fuel adjustments\ncosts in accordance with the contracts.
