37. Prevention and Aftercare Services Sole Source Contract Amendments\nRecommendation: Authorize the Director of Children and Family Services to\nexecute amendments to the Prevention and Aftercare (P&A) Services contracts\nwith Penny Lane Centers, The Help Group Child and Family Center, SPIRITT\nFamily Services, Para Los Ninos, Children's Bureau of Southern California,\nSouth Bay Center for Counseling, Special Service for Groups, and United\nAmerican Indian Involvement, to amend the contract language and increase the\nMaximum Annual Contract Amount (MACA) by $6,420,993, from $12,500,000\nto $18,920,993, effective upon the amendment execution date through June 30,\n2025, with the funding increase to be financed using Family First Prevention\nServices (FFPS) Program State Block Grant (SBG) funds, American Rescue\nPlan Act (ARPA) Community-Based Child Abuse Prevention (CBCAP) funds,\nand Family First Transition Act (FFTA) funds, funding for these increases are\nincluded in the Department of Children and Family Services' (DCFS') Fiscal\nYear 2024-25 Adopted Budget, and will be included in the subsequent year’s\nbudget requests; and negotiate and execute amendments to the P&A contracts\nto add funds up to 50% of the MACA in the event that additional funding is\nprovided by FFPS Program SBG, ARPA-CBCAP, or FFTA, the expenditure\ndeadline is extended, or reallocate these funds amongst the P&A contractors in\norder to maximize the different funding revenues, provided that funding is\navailable and DCFS notifies the Board in writing within 10 business days after\nexecution.
