3. Acquisition to Expand Parks and Trails Along the Lower Los Angeles\nRiver Corridor\nRecommendation as submitted by Supervisor Hahn: Instruct the Director of\nParks and Recreation to conduct due diligence tasks necessary to acquire a\n1.16-acre parcel along the east bank of the Lower Los Angeles River that\nconnects directly to 72nd Street Equestrian Park; instruct the Director of Parks\nand Recreation to work with the Director of Economic Opportunity to develop\nopportunities for social enterprises along the Los Angeles River , in collaboration\nwith local, Southeast Los Angeles based community organizations; instruct the\nDirector of Parks and Recreation to work with the Director of Public Works to\nstreamline the review process for all permitting and develop an operations and\nmaintenance funding strategy for lighting, stormwater capture opportunities,\nlandscaping, etc.; and find that the proposed actions are exempt from the\nCalifornia Environmental Quality Act .
