Find that the proposed ordinance is not a “project” subject to the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines section\n15378(a) and, in the alternative, is exempt from CEQA under State CEQA\nGuidelines section 15061(b)(3); and\n2.
