Adoption of Resolution No. 2023-016, "A Resolution of the City Council of\nthe City of Baldwin Park, California, Adopting the Fiscal Year 2022-23\nProject List to be Funded by Senate Bill 1 (SB1) - the Road Repair and\nAccountability Act of 2017"\nIt is recommended that the City Council: Adopt Resolution No. 2023-016,\n"A Resolution of the City Council of the City of Baldwin Park, California,\nAdopting the Fiscal Year 2023-24 Project List to be Funded by Senate Bill\n1 (SB1) - the Road Repair and Accountability Act of 2017"; and Authorize\nthe Finance Director to appropriate projected FY 2023-24 SB1 funds in\nthe amount of $1,781,266; and Authorize the Director of Public Works to\nfile necessary documentation to satisfy SB1 funding requirements and act\nas the signature authority.\nSTAFF REPORT

3. Claim Rejection\nStaff recommends that the City Council reject the following claim and\ndirect staff to send the appropriate notice of rejection to claimant: Maria\nGarcia. The claimant alleges a property damage claim. This government\nclaim, and all government claims, should be considered as potential\nlawsuits in the future. Thus, it is requested that all City Staff, the Mayor\nand all Council Members refrain from making any statements, whether\npublic or private in nature. It is important that no statements be made so\nas to not prejudice this claim in any way which can happen if public or\nprivate comments are made about this claim by City staff or Council\nMembers.\nSTAFF REPORT

Approve a Contract Services Agreement with J & S Striping for the\nInstallation of Temporary Traffic Striping and Signage for the Slow Streets\n"Roundabout" Demonstration Project at the Intersection of Olive Avenue\nand Maine Avenue\nIt is Staff's recommendation that the City Council: Accept a proposal from\nJ&S Striping of Ontario, CA in an amount of $78,770; and Authorize the\nMayor and City Clerk to execute the contract services agreement with\nJ&S Striping; and Authorize the Director of Finance to appropriate\n$45,000 from Fund 270 and $33,770 from fund 240 and to make\nnecessary budget adjustments.\nSTAFF REPORT

CITY COUNCIL/ CITY CLERK / CITY TREASURER / STAFF REQUESTS &\nCOMMUNICATION\nCouncilmember Avila seeks consensus from the Council to direct staff to\njointly work with City Attorney to develop and present to the City Council\nfor its consideration a legislative and regulatory framework by which the\nCity could regulate short-term rentals by means of an Ordinance, which\nincludes the application of the Cityâs 10% Transient Occupancy Tax (TOT).\nShort-term rentals, also known as Home-Sharing, have become far more\ncommon place in recent years.
