(Location: Citywide;\nApplicant: City of Baldwin Park; Case Numbers: General Plan Amendment\n(AGP 23-02); Zoning Code Amendment (AZC 23-02); Zone Change (Z 23-\n02)\nIt is recommended that the City Council: Open and conduct a Public\nHearing; andAdopt an Addendum to the 2002 Baldwin Park General Plan\nEnvironmental Impact Report (EIR).
