3. Approval of Summer Concerts in the Park and Downtown Street Market\nDates\nStaff recommends that City Council approve Summer Concerts in the\nPark and Downtown Street Market dates.

4. Authorize the Purchase of a 2024 CASE 590SN Backhoe Loader From\nSONSRAY Machinery - FY2023-24 CIP Project No. CIP24-025-55029\nIt is recommended that the City Council:\n1. Authorize the purchase of the 2024 CASE 590SN 4WD backhoe\nloader through the Sourcewell, Purchasing Cooperative contract\nwith SONSRAY Machinery, in an amount not-to-exceed $197,885.41\nincluding a 3-year maintenance program; and\n2. Authorize the Director of Public Works, or his designee, to complete\nall appropriate documentation to finalize the purchase.

5. Housing Element Progress Report 2023\nIt is recommended that the City Council receive and file the report and\ndirect staff to forward copies to the California Department of Housing and\nCommunity Development (HCD) and the Governor's Office of Planning\nand Research (OPR).

6. Resolution No. 2024-007 Initiating the Proceedings and Ordering\nPreparation of the Engineer's Report for the Parks Maintenance\nAssessment District for FY2024-2025\nStaff recommends that Council adopt Resolution No. 2024-007 entitled, "A\nResolution of the City Council of the City of Baldwin Park, California,\nauthorizing the initiation of the proceedings and ordering the preparation\nof the Engineer's Report for the FY 2024-2025 levy of annual\nassessments for the City of Baldwin Park Parks Maintenance Assessment\nDistrict pursuant to the provisions of Division 15, Part 2 of the State of\nCalifornia Streets and Highways Code."

7. Resolution No. 2024-008 Initiating the Proceedings and Ordering\nPreparation of the Engineer's Report for the Citywide Landscape and\nLighting Maintenance Assessment District for FY2024-2025\nStaff recommends that Council adopt Resolution No. 2024-008 entitled, "A\nResolution of the City Council of the City of Baldwin Park, California,\nauthorizing the initiation of the proceedings and ordering the preparation\nof the Engineer's Report for the FY2024-2025 levy of annual assessments\nfor the City of Baldwin Park Landscaping and Lighting Maintenance\nDistrict pursuant to the provisions of Division 15, Part 2 of the State of\nCalifornia Streets and Highway Code."

A Resolution of the City Council of the City of Baldwin Park entering into A\nFunding Agreement with the Los Angeles County Metropolitan\nTransportation Authority (LACMTA) for the Los Angeles Street Complete\nStreets Improvement Project - Metro ExpressLanes Net Toll Revenue Re-\nInvestment Grant ID# MX202302\nStaff Recommends that the City Council:\n1. Approve Resolution No. 2024-009 “A Resolution of the City Council\nof the City of Baldwin Park entering into an Agreement with the Los\nAngeles County Metropolitan Transportation Authority (LACMTA) for\nthe Los Angeles Street Complete Streets Improvement Project –\nMetro Express Lanes Net Toll Revenue Re-Investment Grant ID#\nMX202302”; and,\n2. Authorize the Mayor to sign Funding Agreement No.\n920000000MX202302 with LACMTA for the Los Angeles Street\nComplete Streets Improvement Project.

9. Approve an Industrial Disability Retirement (IDR) for Gonzalo E. Cetina\nIt is recommended that the City Council approve the Industrial Disability\nRetirement for Gonzalo E. Cetina.
