4. Consideration to Reappropriate American Rescue Plan Act\nFunds for the Basic Subsidy Program\nIt is recommended that the City Council:\n1. Authorize the Director of Finance to reappropriate ARPA\nFunds as indicated under Fiscal Impact as shown on the\ntable below for the Basic Subsidy Program and make\nnecessary changes to the budget; and\n2. Authorize the Director of Recreation & Community Services\nto coordinate all elements associated with the Program.

5. Approval of a Master Services Agreement with OpenGov Inc., for\nthe Implementation of an Asset Management Software System\nfor the Department of Public Works\nStaff recommends that Council:\n1. Approve the cancellation of OpenGovâs Budgeting and\nPlanning software module and authorize the\nimplementation of OpenGovâs Asset Management software\nincluding the transfer of remaining budgeted funds and\ncontract credits to be applied towards implementation and\nsubscription costs for the new system; and,\n2.\nAuthorize the Mayor to execute the Master Services\nAgreement, and related documents with OpenGov in an\namount not to exceed $156,598.17 for an initial term of two\nyears and four months, with additional three one-year\nrenewal options for the implementation and subscription of\nthe Asset Management software including integration with\nthe Government Outreach GoGov portal; and,\n3. Authorize the Director of Finance to make all necessary\nappropriations and budget amendments for the term of the\nAgreement.

6. Public Hearing Regarding Fiscal Year 2023-24 Consolidated\nAnnual Performance & Evaluation Report (CAPER)\nIt is recommended that the City Council:\n1. Conduct a Public Hearing to hear comments and approve\nthe Final 2023-24 Consolidated Annual Performance &\nEvaluation Report (CAPER) for federal CDBG and HOME\nfunds; and\n2. Authorize the City Manager to transmit this report to the\nUnited States Department of Housing and Urban\nDevelopment (HUD) by the deadline of September 30,\n2024.\nREPORTS OF OFFICERS

7. Adoption of a Resolution No. 2024-042 Establishing the City of\nBaldwin Park Policy for Selection of Mayor and Mayor Pro\nTempore\nIt is recommended the City Council adopt Resolution No. 2024-\n042 establishing the City Policy for Selection of Appointed Mayor\nand Mayor Pro Tempore.

8. Adopt Resolution No. 2024-043 Updating the Street Naming\nPolicy, Rescind Resolution No. 79-37 and Consider Request to\nRename Cleary Drive\nIt is recommended that the City Council:\n1. Rescind and Repeal Resolution No. 79-37; and\n2. Adopt Resolution No. 2024-043 Updating Street Naming\nPolicy\n3. If Recommendations 1 and 2 are approved, then approve\nthe renaming of Cleary Drive to Bernardo Flores Drive and\ndirect staff to implement the street naming; and authorize\nthe Director of Finance to appropriate funding to cover the\ncost from Measure R, Fund No. 254 and make the\nnecessary budget adjustments.
