Approve the Professional Services Agreement with Starside\nSecurity and Investigative Services for jail facility staffing\nand support services for a three-year term from December\n1, 2024, through November 30, 2027; and\n2. Authorize the City Manager to make non-substantive\nchanges as approved by the City Attorney and execute the\nagreement.

5. Approval of First Amendment to Agreement for Grant Writing\nServices Between City of Baldwin Park and California Consulting,\nInc.\nIt is recommended that the City Council;\n1. Approve the First Amendment to Agreement for Grant\nWitting Services Between the City of Baldwin Park and\nCalifornia Consulting, Inc., starting November 16, 2024, for\na term of three (3) years; and\n2. Authorize the Chief Executive Officer to Execute\nAgreement; and\n3. Authorize the Director of Finance to appropriate the funds\nand make necessary changes to the budget.

6. Waiver of Formal Bidding Procedures pursuant to Section 34.23\nof the Baldwin Park Municipal Code for the Authorization to enter\ninto an Agreement to purchase SKYDIO X10 drones for the\nBaldwin Park Police Department UAS Program\nIt is recommended that the City Council\n1. Make a finding that it would be impractical, useless, or\nuneconomical to follow the formal bidding procedures, and\nthat the welfare of the public would be promoted by\ndispensing with the same.\n2. Approve the 5-year agreement with Skydio for the purchase\nof X10 drones through Axon for the Baldwin Park Police\nDepartment’s UAS program for $137,885.82\n3. Authorize the Police Chief to execute all necessary\ndocuments for the purchase, subject to review by the City\nAttorney.\n4. Authorize the Director of Finance to make the necessary\nappropriation from the Federal Asset Forfeiture Fund and\nbudget adjustment; and to set up account # as needed.

7. Authorize the Replacement of Three (3) Maintenance Vehicles\nthrough the City's Vehicle Lease Program - CIP24-022-15727\nand CIP24-047-15727/ 59003\nIt is recommended that the City Council:\n1. Authorize the procurement of three (3) maintenance\nvehicles per the City’s Lease Program; and\n2. Authorize the Finance Director to make the necessary\nbudget adjustments including carry-over of FY23-24 funds\nfor CIP No. 24-022-15727 and CIP No. 24-047-15727/\n59003; and\n3. Authorize the Director of Public Works or his designee to\nadd three (3) vehicles to the lease program and process the\nnecessary documents.
