4. Award of Contract to Starside Security & Investigations for the Police Department's Jail Facility Staffing and Support Services. It is recommended that the City Council 1. Approve the Professional Services Agreement with Starside Security and Investigative Services for jail facility staffing and support services for a three-year term from December 1, 2024, through November 30, 2027; and 2. Authorize the City Manager to make non-substantive changes as approved by the City Attorney and execute the agreement.
