Approve and Adopt Resolution No. 2025-002 designating\ncertain public properties as areas where wheeled devices\nare prohibited and authorizing the Chief Executive Officer to\npost appropriate signage.\n2. Authorize the Director of Finance to make necessary\nappropriation and budget adjustment/transfer to cover the\nsignage and installation not to exceed the estimated cost of\n$9,500.\nSTAFF REPORT

Recommendation of Approval by the Measure BP Stakeholders\nOversight Committee (SOC) Pilot Program-Community\nEmpowerment Grants- Youth Sports Organizations- Award of\nGrants\nIt is recommended that the City Council:\n1. Approve the recommendation from the SOC to award\ngrants to the following youth sports organization\na) Baldwin Park Youth Athletic Association\n(Roadrunners)\nb) Baldwin Park American Little League\nc) Baldwin Park National Little League\nd) Tuff Kidz WC, Inc\ne) Inter-American Red Devils Football\nf) Baldwin Park Eastside Little League\ng) Baldwin Park City Soccer Club\n2. Authorize the CEO to execute simplified grant agreements\nwith each of the organizations\n3. Instruct Staff to conduct a final verification of the\norganizations 501c(3) status and that the participants roster\nbe at least 70% Baldwin Park Residents, prior to thre\nrelease of the funds.\n4. Authorize the Director of Finance to appropriate $30,000\nfrom the Measure BP Fund.\n5. CITY COUNCIL / CITY CLERK / CITY TREASURER / STAFF REQUESTS &\nCOMMUNICATION\nMayor Avila seeks consensus from the City Council to discuss\nreformatting the State of the City Event and give staff direction to\nbring back recommendations\nMayor Pro Tem Damian seeks consensus from the City Council\nto request funding up to $10,000 a year for the Police\nDepartment Community Outreach Resource Engagement Team\n(CORE). Funds to be used for homeless-related emergency\nassistance.\n\nCouncilmember Estrada seek consensus from the City Council to\ndiscuss incorporating the Baldwin Park Unified School District\n(BPUSD) Adult Transition Program to the the Youth Workforce\nProgram\n\nCouncilmember Lozano requests consensus from the City\nCouncil to direct Staff to present to the City Council a review of\nthe Police Department's Crime Statistics Report. In as much as\nthe Report is posted on its website on a monthly basis with a\nbreakdown of the major categories of crime incidents and\noffenses, it would be important for the City Council to do an in\ndepth public review of the statistics, including any downward or\nupward trends that can be traced to any potential root causes. I\nrequest that the presentation by PD me made as a study session\nin the February 5, 2025, City Council meeting.\n\nCouncilmember Lozano seeks consensus from the City Council\nto discuss the process of converting private streets to public\nentity. Example: Bogart & Downing Avenue, and whether the\npetition process for special tax assessment change from previous\nyears.\nber 2024\nStaff recommends that the Board receive and file the Treasurer's\nReport for November 2024.\nSTAFF REPORT\nHOUSING CONSENT CALENDAR\n1. Approve the updated Administrative Plan; and\n2. Approve the updated Admissions and Continued\nOccupancy Policy; and\n3. Authorize the Director of Community Development and\nHousing Manager to implement revisions of the\nSTAFF REPORT\nAdministrative Plan as necessary to comply with updates from\nHUD and make minor revisions to HACBP policies and/or\nprocedures.
