Authorize the Mayor to execute contract; and\n3. Authorize Director of Recreation & Community Services to\nexecute any associated documents; and\n4. Approve Memorandum of Understanding between the City of\nBaldwin Park and the San Gabriel Valley Regional Housing Trust\nfor Eligible Activity #3 Matching Permanent Local Housing\nAllocation Funds for Regional Housing Trust It is recommended\nthat the City Council:\n1. Approve the MOU between the City of Baldwin Park and\nthe SGVRHT for utilization of the PLHA Funds - Housing\nTrust Match in the amount of $250,805.55; and\n2. Authorize the CEO to execute the MOU and necessary\ndocuments associated with the PLHA Funds; and\n3. Authorize the Director of Finance to make necessary\nbudget adjustments and appropriations including\npayments, upon receipt of funding from the Department of\nHousing & Community Development (HCD).\nSTAFF REPORT

Approval of Memorandum of Agreement (MOA) with the San\nGabriel Valley Council of Governments (SGVCOG) for Funding\nDomestic Violence Prevention and Response Program.\nIt is recommended that the City Council\n1. Approve the Memorandum of Agreement (MOA) with\nSGVCOG for the distribution of AB 157 Funds; and\n2. Authorize the Mayor and the CEO/City Manager to execute\nthe agreement on behalf of the City; and\n3.\nAuthorize the Director of Finance to create a designated\nline-item account to track, monitor, and regulate these\nfunds and make any necessary budget adjustment.\nSTAFF REPORT

8. Approval of Crossing Guard Services Agreement with All City\nManagement Services for Fiscal Year 2025-2026\nIt is recommended that the City Council\n1. Approve the contract with ACMS for crossing guard\nservices for FY 2025-26 in an amount not to exceed\n$316,368; and\n2. Authorize the Mayor to execute the agreement; and\n3. Authorize the Director of Finance to appropriate funding\nfrom the General Fund and include it in the FY 2026\nbudget to cover the Cityâs share of the services; and\n4. CITY COUNCIL / CITY CLERK / CITY TREASURER / STAFF REQUESTS &\nCOMMUNICATION\nCouncilmember Ayala requests consensus from the Council in\nrequesting Staff to provide staff report with the status of the\nimplementation of the APEX Officer- Pro Training Simulator\nsystem, approved by City Council for a sole-source acquisition at\nits meeting of November 15, 2023. Report should address the\nfollowing questions:\n⢠How long (period of time) was product utilized? by\nwhom/number of officers?\n⢠Are we able to support the officers with such training?\n⢠Is this type of training available to our newest officers?\n⢠Is the product updated to reflect situations that could possibly\noccur in any location?\n⢠If product is inoperable or malfunctions at any time, are we able\nto repair?\n⢠Are repairs costly?\n⢠Are repairs or maintenance covered under the initial grant?"\nChief Executive Officer (CEO) Zaldivar and Recreation &\nCommunity Services Director Carrillo would like to update the\nCity Council that LA County has developed a funding allocation\nplan for Measure A (Successor to Measure H) for Fiscal Year\n25/26.\nCEO Zaldivar would like to provide the City Council with an\nupdate on the number of proposals submitted in response to the\nCity's RFQ for City Attorney and related legal services released\non February 6, 2025, with a proposal submittal deadline of March\n13, 2025. Consistent with the proposal evaluation timeline, and\nuntil such time that the City Council decides on the provider of\nCity Attorney services, our current city attorney firm Best, Best, &\nKrieger (BBK) will continue to serve as the City Attorney\n FY 2025-2026â, which establishes the adoption of the Plan as required by\nthe U.S. Department of Housing and Urban Development\n(HUD).
