INTRODUCTION OF ORDINANCE ADDING SECTION 1.01.240 TO CHAPTER 1.01 OF TITLE\n1 OF THE BARSTOW CITY CODE ESTABLISHING ADMINISTRATIVE REMEDIES\nPROCEDURE FOR CHALLENGES TO FEES, CHARGES, AND ASSESSMENTS\nRecommended Action:\nIt is recommended by staff that the City Council introduce and waive first reading of this\nOrdinance adding section 1.01.240 to Chapter 1.01 of Title 1 of the Barstow City Code\nestablishing an administrative remedies procedure for challenges to fees, charges, and\nassessments.\nAttachments:\n1. APPROVAL OF ANIMAL SHELTERING AGREEMENT BETWEEN THE CITY OF BARSTOW\nAND THE BARSTOW HUMANE SOCIETY\nRecommended Action:\nStaff recommends that the City Council approve the proposed Animal Sheltering Services\nAgreement and authorize the City Manager to execute the agreement.\nAttachments:\n1. 3. PRESENTATION OF PROCLAMATION TO MARILYN DYER KRUSE\nRecommended Action:\nPresent proclamation to Marilyn Dyer Kruse in recognition of her outstanding service to the City of\nBarstow.

4. ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED OFFICIALS (CITY COUNCIL\nAND BARSTOW FIRE PROTECTION DISTRICT BOARD)\nRecommended Action:\nAdminister the Oath of Office to the newly elected officials for the City Council and Barstow Fire\nProtection District Board. The City Clerk will present each newly elected official a Certificate of\nElection.\nCONSENT CALENDAR PUBLIC COMMENT: THIS IS THE TIME AND PLACE FOR THE GENERAL\nPUBLIC TO ADDRESS THE GOVERNING BOARD ON ALL MATTERS ON THE CONSENT CALENDAR.

7. AMENDMENT #2 TO THE FY 2024-2025 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS)\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. _____-2024 approving the\namended publicly available pay schedule (PAPS) (Attachment A) for FY 2024-2025 with an\neffective date of December 22, 2024.

8. FY2025/26 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ALLOCATION FOR\nPROJECTS\nRecommended Action:\nStaff recommends the City Council take the following actions:\n1. Per CDBG policy, the City Council selects the construction project and amount to be awarded.\n2. Per CDBG Policy, City Council selects public service project(s) and amounts to be awarded\n(Maximum of five (5) projects).\n3. Authorize the City Manager to execute all necessary forms.\n4. Direct staff to submit the City Council's project recommendations to San Bernardino County for\nconsideration by the San Bernardino County Board of Supervisors.\nBUSINESS / ACTION ITEMS:\nCITY COUNCIL:

9. REJECTION OF BID- HVAC SYSTEM AT THE CORA HARPER COMMUNITY CENTER\nRecommended Action:\nStaff recommends that the City Council take the following actions:\n1. Formally reject the bid submitted by Ely Company Inc.\n2. Authorize City Staff to re-bid the project.\n3. Authorize the City Manager to execute all necessary documentation to facilitate this process.
