RESOLUTION 5280-2026 OF THE CITY COUNCIL OF THE CITY OF BARSTOW\nAUTHORIZING THE ACCEPTANCE OF CERTAIN REAL PROPERTY ASSETS FROM THE\nSUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF\nBARSTOW ALONG WITH CERTAIN LEGAL OBLIGATIONS, AND APPROVING CERTAIN\nRELATED ACTIONS\nRecommended Action:\nThat the City Council approve Resolution 5280-2026 of the City Council of the City of Barstow\nauthorizing the acceptance of certain real property assets from the Successor Agency to the\nFormer Redevelopment Agency of the City of Barstow along with certain legal obligations, and\napproving certain related actions.

ADOPTING\nRESOLUTION 5281-2026 APPROVING THE PRELIMINARY OFFICIAL\nSTATEMENT AND THE CONTINUING DISCLOSURE CERTIFICATE IN CONNECTION WITH\nTHE ISSUANCE AND SALE BY THE CITY OF BARSTOW OF ITS LOCAL MEASURE I\nTRANSPORTATION SALES TAX REVENUE CERTIFICATES OF PARTICIPATION, SERIES\n2026 (“THE CERTIFICATES”)\nRecommended Action:\nAdopt Resolution No. 5281-2026 of the City Council of the City of Barstow approving a\nPreliminary Official Statement in connection with the City of Barstow Local Measure I\nTransportation Sales Tax Revenue Certificates of Participation, Series 2026 and authorizing the\nexecution and delivery of a Continuing Disclosure Certificate and the preparation of an Official\nStatement and authorizing the execution of necessary documents and certificates and related\nactions.

ADOPTION OF CITY COUNCIL\nRESOLUTION NO. 5282-2026\nADOPTING AN\nINTERPRETATION IN REGARD TO A NONCONFORMING RESIDENTIAL PROPERTY\nLOCATED WITHIN THE COMMERCIAL (C) ZONING DISTRICT BASED UPON A\nRECOMMENDATION BY THE CITY OF BARSTOW'S PLANNING COMMISSION\nRecommended Action:\nAdopt Resolution No. 5282-2026 (Attachment A) adopting an interpretation of Barstow Municipal\nCode Sections 19.16.090(b) and 19.38.080 in order to provide clear, objective criteria for future\napplication of the Barstow Municipal Code by tying eligibility for enlarging, remodeling, and/or\nstructural alteration or conversion of a former residential property to meet full compliance of the\nCommercial (C) zoning standards, thereby promoting predictability and consistent administration.
