8. AMENDMENT NO. 2 TO AGREEMENT NO. 15-1001118 AND THE MEMORANDUM OF\nUNDERSTANDING (MOU) FOR THE RELINQUISHMENT EARMARKED FUNDS BETWEEN\nTHE CITY OF BARSTOW AND SAN BERNARDINO COUNTY TRANSPORTATION\nAUTHORITY (SBCTA) FOR THE NORTH FIRST AVENUE BRIDGES OVER THE MOJAVE\nRIVER/OVERFLOW PROJECT\nRecommended Action:\n1. Accept the relinquishment of the award from San Bernardino County Transit Authority\n(SBCTA) to the City of Barstow for the Community Project Funding/Congressionally Directed\nSpending (CPF/CDS) Earmarked Funds (Attachment B).\n2. Approve Amendment No. 2 (Attachment A) to Project Funding Agreement 15-1001118\nbetween the City of Barstow and SBCTA.\n3. Authorize the City Manager, or their designee, to execute the Memorandum of Understanding\n(MOU), related to the Relinquishment of Earmarked CPF/CDS Funds, and Amendment No. 2\nto Agreement 15-1001118 between the City of Barstow and SBCTA.\n4. Authorize the Finance Department to create an Expenditure Account for the CPF/CDS Right-\nof-Way (ROW) Funds with an appropriation of $2,000,000.
