GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

CONSIDERATION OF RESOLUTION APPROVING A FOURTH AMENDMENT TO\nPROFESSIONAL SERVICES AGREEMENT WITH RJM DESIGN GROUP TO PROVIDE\nADDITIONAL DESIGN AND ENVIRONMENTAL SUPPORT SERVICES FOR THE JOHN\nANSON FORD PARK REGIONAL AQUATICS CENTER IMPROVEMENTS\nConsideration of a Resolution approving a Fourth Amendment to the Professional Services\nAgreement with RJM Design Group to provide additional design and environmental support\nservices necessary for the John Anson Ford Park Regional Aquatics Center Improvements.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution authorizing the City\nManager to execute a Fourth Amendment with RJM Design Group.

12. CONSIDERATION OF A RESOLUTION APPROVING AN AGREEMENT WITH HORIZONS\nCONSTRUCTION COMPANY INT’L, INC. FOR THE CONSTRUCTION OF THE BELL\nGARDENS FLORENCE PLACE DOG PARK AT 6937, 6941 AND 6945 EMIL AVENUE\nConsideration of a Resolution approving an agreement with Horizons Construction Company Int’l,\nInc. for the construction of a new dog park at 6937, 6941 and 6945 Emil Avenue.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Approve the plans and specifications for the Construction of the Bell Gardens Florence\nPlace Dog Park;\n2. Adopt the attached Resolution approving an agreement with Horizons Construction Company\nInt’l, Inc. for the construction of a new dog park for an amount not-to-exceed $239,180.62;\nand\n3. Authorize the City Manager to execute the agreement and approve change orders that may\nbe necessary during construction to cover any unforeseen condition in an amount not to\nexceed 5% of the agreement amount.

FOR THE FREE FARMERS’ MARKET INITIATIVE PROGRAM\nConsideration of a Resolution approving a Memorandum of Understanding with Support and Feed,\nInc. to provide the City of Bell Gardens with the Free Farmers’ Market Initiative Program.\nRecommendation:\nIt is staff’s recommendation that the City Council to adopt the attached Resolution authorizing the\nCity Manager to execute an MOU, subject to City Attorney approval as to form, with Support and\nFeed, Inc.

ADOPTION OF RESOLUTION RECITING THE FACT OF THE CITY’S NOVEMBER 5,\n5\n2024 GENERAL AND SPECIAL MUNICIPAL ELECTIONS AND DECLARING THE\nRESULTS\nThe November 5, 2024 General and Special Municipal Elections were consolidated with the Los\nAngeles County Registrar-Recorder ("County") for the purpose of the election to fill two (2) City\nCouncil seats with four (4) year expiring terms and a Special Election for one (1) seat with a two (2)\nyear term for the City of Bell Gardens. The County conducted the canvass of ballots cast and\nreturned the certification of final results to the City Clerk's Office on December 4, 2024.\nRecommendation:\nIt is staff recommendation that the City Council concurrently:\n1. Adopt attached Resolution (Exhibit 1) reciting the fact of the City’s General Municipal Election\nheld on November 5, 2024, and declaring the results thereof, and such other matters as\nprovided by law; and\n2. Adopt attached Resolution (Exhibit 2) reciting the fact of the City’s Special Municipal Election\nheld on November 5, 2024, and declaring the results thereof, and such other matters as\nprovided by law.

REORGANIZATION AND SELECTION OF MAYOR/CHAIRPERSON AND MAYOR PRO\nTEM/VICE CHAIRPERSON\nThe City Clerk will call for nominations and voting for Mayor/Chair and Mayor Pro Tem/Vice Chair of\nthe City of Bell Gardens City Council and Successor Agency to the Community Development\nCommission.\nRecommendation:\nIt is staff recommendation that the City Council by motion organize and select a Mayor/Chairperson\nand Mayor Pro Tem/Vice Chairperson at the first regular meeting in December per Bell Gardens\nMunicipal Code 2.04.020(c) and Government Code 36801.

18. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. The City is seeking an additional one (1) year extension.\nRecommendation:\nIt is staff's recommendation that the City Council approve the attached Resolution authorizing the City Manager to execute a Third Amendment to the Professional Services Agreement with Vision\nTechnology Solutions, LLC dba VISION dba Granicus for website design, support and hosting for\nthe City website (www.bellgardens.org).
