1. Zone Text Amendment (ZTA 2023-03) - Consideration of an Ordinance of the City of Bell,\namending Title 17 (Zoning), Chapter 17.84.070 (Authority) of the Bell Municipal Code\n(BMC), relating to allowing additional flexibility in sign regulations pertaining to master sign\nprograms. (Council)\nRecommendation: It is recommended that the City Council:\n1. Determine that the proposed text amendment is exempt from further review under\nthe California Environmental Quality Act (California Public Resources Code §§\n21000, et seq., “CEQA”) and the regulations promulgated there under (14 California\nMeeting of the\nBell City Council and Related Agencies\nSeptember 13, 2023\nCode of Regulations §§ 15000, et seq., the “CEQA Guidelines”), because it consists\nof only minor text revisions and clarifications to existing zoning regulations and\nprocedures related thereto, and will not have the effect of substantially changing\nregulatory standards or findings required. Therefore, in accordance with CEQA, the\nproposed text amendment is exempt from CEQA pursuant to Section 15061(b)(3)\nbecause the activity is governed by the general rule that CEQA applies only to\nprojects that have the potential to cause a significant effect on the environment. In\nthis case, the proposed text amendment will not have a significant effect on the\nenvironment; and

Consideration of approving the creation of the Deputy Director of Community Services and\nreclassifying the Contracts and Facilities Manager to Assistant to the City Manager, and\napproving a Resolution declaring certain employee classifications as excluded from the Civil\nService System and identifying employee classifications and compensation levels. (City\nCouncil)\nRecommendation: It is recommended that the City Council:\n1. Read by title only, waive further reading, and adopt Resolution 2023-66 titled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nBELL, CALIFORNIA APPROVING AND AUTHORIZING THE\nCREATION OF THE CLASSIFICATION OF DEPUTY DIRECTOR\nOF COMMUNITY SERVICES AND RECLASSIFICATION OF THE\nCONTRACTS AND FACILITIES MANAGER TO ASSISTANT TO\nTHE CITY MANAGER”\nMeeting of the\nBell City Council and Related Agencies\nSeptember 13, 2023\n2. 4. Gage Avenue Bridge Improvement Project – Approve Amendment No. 1 to Metro Funding\nAgreement. (City Council)\nRecommendation: It is recommended that the City Council approve the amendment to the\nFunding Agreement between the City of Bell and the Los Angeles County Metropolitan\nAuthority for the Gage Avenue Bridge Improvements Project entitled, “Amendment No. 1 to\nMeasure R Funding Agreement Between the City of Bell and the Los Angeles County\nMetropolitan Transportation Authority.”

5. Citywide Flashing Stop Sign Material Procurement - Award. (City Council)\nRecommendation: It is recommended that the City Council:\n1. Award a procurement contract in the amount of $52,643.58 to Wisecom\nTechnologies Inc. for the Citywide Flashing Stop Sign Material Procurement Project;\nand\n2. Authorize the City Manager and Interim Public Works Director to execute change\norders to the project in a total amount not to exceed $5,264.36 (ten percent of the\nbid amount) for any additional quantity.\nConsent Calendar\nThe following Consent Calendar items are expected to be routine and non-controversial. They\nare acted upon by the City Council and related authorities at one time without discussion. The\nreading of the full text of ordinances and resolutions will be waived unless a Councilmember\nrequests otherwise.\nRecommendation: Approve agenda items 6 & 7.
