A Resolution approving a 36-month commitment of HOME Partnership\nCommunity Housing Development Organization (CHDO) funds and HOME\nPartnership American Rescue Plan (HOME-ARP) funds to a potential\npermanent supportive housing project located at 15804 Lakewood\nBoulevard; certifying Wakeland Opportunities for Affordable Housing as a\nBellflower CHDO; and authorizing the City Manager to execute future funding\nagreements and other documents related to these funds and this potential\nproject.\nRecommendation to City Council: 1) Adopting Resolution No. 25-11 approving the\ncommitment of $2,056,204 of HOME-CHDO funds and $1,106,487 of HOME-ARP\nfunds to a potential (future) permanent supportive housing project at\n15804 Lakewood Boulevard; certify Wakeland Opportunities for Affordable\nHousing (WOAH) as a Bellflower CHDO as it relates to the potential permanent\nsupportive housing project; authorize the City Manager to provide to WOAH a\nzoning verification letter, in a form approved by the City Attorney and execute\nfuture HOME-CHDO and HOME-ARP funding agreements once conditions are\nmet to implement the potential permanent supportive housing project; or\n2) Alternatively, discuss and take other action related to this item.

B Consideration and possible action to consider a General Plan Amendment\n(GPA); a Development Agreement (DA) by and between the City of Bellflower\nand Terrace Group Holdings, LLC (“TGH”) to construct a four-story\nself-storage facility on property located at 8825 Artesia Boulevard\n(APN 7162-002-087) within the West Artesia Specific Plan; activating the\nDevelopment Agreement Zone Layover (DAZL); and amending the zoning\nmap (ZC).\nCEQA: Following review of the application, the Director recommended the project\nbe denied. Consequently, the City did not conduct environmental review to comply\nwith the California Environmental Quality Act (California Public Resources Code\n§§ 21000, et seq., “CEQA”) and CEQA regulations (14 California Code of\nRegulations §§ 15000, et seq.; “CEQA Guidelines”). Projects that are denied do\nnot require environmental review under CEQA (CEQA Guidelines §§ 15061(b)(4)\nand 15270). Should the City Council receive and file this report, the application will\nbe processed in accordance with applicable law including, without limitation,\nenvironmental review.\nRecommendation to City Council: 1) Deny the project application; 2) Receive and\nfile this report without taking action; or 3) Alternatively, discuss and take other\naction related to this item. (Note: The project cannot be approved before\nenvironmental review is completed.)

C Consideration and possible action to waive further reading and adopt\nOrdinance No. 1442 – An Ordinance approving 1) Zone Change Case\nNo. ZC 25-01 to: (A) establish zoning overlays (“Housing Opportunity\nOverlay Zone – HOOZ”) for certain properties to allow mixed use or\nresidential developments; and (B) expand and modify boundaries of the\nDowntown Bellflower Transit-Oriented Development Specific Plan\n(“TODSP”) area; and (2) approve Zoning Ordinance Text Amendment Case\nNo. ZOTA 25-01 to: (A) establish regulatory framework of future development\nand uses within the “HOOZ”; and (B) amend the TODSP document related to\nregulations and expansion of the boundaries to implement the Housing\nElement.__________\nCEQA: The City reviewed the environmental impacts of the proposed Resolution\nand Ordinance pursuant to the California Environmental Quality Act (Public\nResources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated\nthereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). In\naccordance with CEQA and CEQA Guidelines § 15162, the City Council finds as\nfollows: A) Resolution No. 22-04 was adopted by the City Council on January 20,\n2022, approving Mitigated Negative Declaration No. MND 21-01; B) Changing the\nzoning designation for the properties identified in the Resolution and Ordinance is\nan activity contemplated by MND 21-01; C) This activity does not contemplate any\nchanges which will require major revisions to MND 21-01 nor are there any\nsubstantial changes with respect to the circumstances under which MND 21-01\nwas undertaken; and D) There is no new information of substantial importance,\nwhich was not known and could not have been known with the exercise of\nreasonable diligence at the time MND 21-01 was approved.\nRecommendation to City Council: 1) Waive further reading and adopt Ordinance\nNo. 1442; or 2) Alternatively, discuss and take other action related to this item.
