B Consideration and possible action to consider a General Plan Amendment\n(GPA); a Development Agreement (DA) by and between the City of Bellflower\nand Terrace Group Holdings, LLC (“TGH”) to construct a four-story\nself-storage facility on property located at 8825 Artesia Boulevard\n(APN 7162-002-087) within the West Artesia Specific Plan; activating the\nDevelopment Agreement Zone Layover (DAZL); and amending the zoning\nmap (ZC).\nCEQA: Following review of the application, the Director recommended the project\nbe denied. Consequently, the City did not conduct environmental review to comply\nwith the California Environmental Quality Act (California Public Resources Code\n§§ 21000, et seq., “CEQA”) and CEQA regulations (14 California Code of\nRegulations §§ 15000, et seq.; “CEQA Guidelines”). Projects that are denied do\nnot require environmental review under CEQA (CEQA Guidelines §§ 15061(b)(4)\nand 15270). Should the City Council receive and file this report, the application will\nbe processed in accordance with applicable law including, without limitation,\nenvironmental review.\nRecommendation to City Council: 1) Deny the project application; 2) Receive and\nfile this report without taking action; or 3) Alternatively, discuss and take other\naction related to this item. (Note: The project cannot be approved before\nenvironmental review is completed.)
